【摘要】:ThispracticeaddressescoalmininggeospatialenvironmentalmonitoringresourcedatarelativetoSMCRAand30CFRPart700,etseq.ThispracticeissignificanttothecoalminingcommunitybecauseitprovidesuniformityofgeospatialdatapertainingtoenvironmentalresourcelocationpointsthroughouttheUnitedStates.ThisstandardisoneofseveralcoalmininggeospatialdatastandardstobedevelopedforusebyanRA.Thesestandardswillhelpensureuniformityofcoalmininggeospatialdatausedininternalbusinesspractices,exchangedamongbusinesspartnerswithinthecoalminingcommunity,andcontributedbyeachADSinfutureeffortstocreatenationaldatasetsdescribingcoalminingintheUnitedStates.Useofthisstandardwillresultinorganizedandaccessibledatatosupportprogrammaticdecisionsandworkplandevelopment,increasedawarenessofthepermittedcoalminingoperationsthroughouttheUnitedStatesandbettercommunicationbetweentheRA,othergovernmentalentities,thepublic,andindustry.Coalmininggeospatialdatashallbeobtainedfromstate,tribal,andfederalregulatoryauthoritiesforSCMO.Thecoalminingcommunityencompassesallentitiesdirectlyandindirectlyaffectedbycoalminingactivities,includingindustry,environmentalgroups,thegeneralpublic,andthegovernmentatalllevelswithintheUnitedStates.UseofthisstandardwillhelpcreateconsistentmapsandincreaseunderstandingofSCMOsitesthroughouttheUnitedStates.Thisstandardpromotesthecreationofwellorganizedandeasilyaccessiblecoalminingdata,anditwillfacilitatebettercommunicationbetweenstateandfederaloffices,thepublic,industry,andenvironmentalgroups.Withinitsareaofexclusivejurisdiction,eachRAistheADSforcoalminingspatialdatathatitcreatesandusestoregulateminingactivity.ThisgeospatialdatastandardwillhelpensureuniformityofdatacontributedbyeachRAandassistorganizationsineffortstocreate,utilize,andsharegeospatialdatarelativetoSMCRAanditwillleadtobettercommunicationbetweenstate,tribal,andfederalregulatoryoffices,thepublic,andindustry.InadditiontoadefiningERML,thisstandardovertimewillallowidentificationofchangesintheERMLx2019;sastheminedareachanges.ParticipationinthecompilationofspatialdataisnotuniformacrossRAs,whichmayaffectcompleteness,bothintermsofspatialdata,andassociatedattributes.ThisstandardconformstothedefinitionofaDataContentStandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhasbeenadoptedfromtheFGDCSpatialDataTransferStandard(ANSIINCITS320-1998(R2003))andtheFGDCFrameworkDataContentStandard(FGDCProject1574-D)andothergeographicareaboundaries.Althoughthisstandardiswrittenspecificallyforthecoalminingindustry,itsgeneralpurposeandcontentareapplicabletootherminingoperations.1.1Thispracticecoverstheminimumelementsfortheaccuratelocationanddescriptionofgeospatialdatafordefiningacoalminingenvironmentalresourcemonitoringlocation(ERML).1.1.1ThispracticeaddressescoalmininggeospatialenvironmentalresourcemonitoringdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).Thisgeospatialdatashallbeobtainedfromeachstate,tribal,orfederal,orcombinationsthereof,coalminingregulatoryauthority(RA)authorizedunderSMCRAtoregulatesurfacecoalminingoperations(SCMO).EachRAshallbetheauthoritativedatasource(ADS)forcoalmininggeospatialdata.1.1.2Asusedinthispractice,coalminingERML
