【摘要】:ThisTechnicalSpecificationspecifiesamechanismfortheuniqueidentificationofindividualreceptacles.Itdefinesthemethodofconstructionoftheidentifier,referredtoasthereceptacleassetnumber,andspecifiesonerequiredandanumberofoptionalmethodsbywhichthisidentifiermaybeassociatedwith(affixedto)thereceptacleitself.Thereceptacleassetnumberisdefinedinaccordancewiththespecificationofdataidentifiernumber5B,Bbeingthedataidentifiercategoryassociatedwithcontainerinformation.TheTechnicalSpecificationalsoidentifiesanumberofreceptacleattributes,orcharacteristics,whichitmaybeusefultocommunicatebetweenpartiesmakinguseofthereceptacleconcerned.Acodedrepresentationofoneoftheseattributes–equipmentqualifier–isintegratedintotherecommendedstructureofthereceptacleassetnumber.Theothersarenotdefinedindetailinthisdocument.Precisedefinitionsandencodingformatsforthemwillbedevelopedovertime,asaresultofpracticalexperienceofuseoftheTechnicalSpecification.Thedefinitionswillbeincludedinanappropriatereferencespecification,suchasUPUstandardsS25[16]andM82[9],whichserveasbaselinedefinitiondocumentsforattributesusedinpostalindustrycommunicationsaboutpostalitems,mailaggregatesandreceptacles.TheapplicationofthisTechnicalSpecificationisvoluntaryinthesensethatreceptaclesarenotrequiredtobeindividuallyidentified.NOTE1Notallreceptaclesneedtohaveareceptacleidentifier.Inparticular,intoday’senvironment,mailbagsanddisposabletraysarenotnormallyidentifiedexplicitly–rathertheircontentsare.ManyPostsare,however,startingtoindividuallyidentifymorevaluablereceptaclesandthispracticeisexpectedtospread,includingtotrays,astheadvantagesofbeingabletoindividuallytrackandcontrolreceptaclemovementbecomemoreapparent.However,forpostalreceptacleswhichdocarryanindividualidentifier,theapplicationofthisTechnicalSpecificationisstronglyrecommended.NOTE2Individualpostaloperatorscoulddefineproprietaryapproachesforusedomestically,iftheysowished.However,thiswouldalmostcertainlyleadtoincreaseddevelopmentandmaintenancecostsbothforthePostsandtheircustomersandserviceproviders.Itcanalsobedifficulttoguaranteethatpostalreceptacles,identifiedinaccordancewiththe(closed)proprietarysystem,aresegregatedfrompostalreceptacleswhichareexchangedwithotherpostaloperatorsinaccordancewiththeopensystemdescribedhere.Thereceptacleassetnumber,definedinaccordancewiththisTechnicalSpecification,isprimarilyintendedforuseinassetmanagementapplications,whichmayincludereceptacletracking.Itisnotintendedthatitbeusedtoreplacethemailaggregateidentifier1,definedinUPUstandardS9[10],fortheprocessmanagementandtrackingofthecontentofthereceptacle.However,usersoftheTechnicalSpecificationcanagreetoitsuseforthispurposeonabilateralbasis.NOTE3AcompaniontothisTechnicalSpecification,coveringtheallocationofaggregateidentifiersinaccordancewiththeISOlicenceplatestandard,isunderdevelopment.Itisenvisagedthattheresultingaggregatelicenceplatewill,intime,replacetheuseofUPUstandardS9.ManyoftheexamplesgiveninthisdocumentrelatetoreceptacleassetnumbersissuedundertheUPUissuingagencycode(IAC).TheuseofthisIACissubjecttoregistrationasanissuerunderUPUstandardS31.Theuseoftheexamplesconcernedisinnowayintendedtopre-emptorprejudicesuchregistration.
